During the debate held on July 15, the RA NA Standing Committee on Health Care and Social Affairs moderated by Narek Zeynalyan and Zaruhi Batoyan touched upon the problems of the social sphere and the financial allocations of the sphere designed by the draft law of the state budget for 2020.

Narek Zeynalyan has informed that the initiative belongs to the Ministry. Legislative initiatives will be jointly presented which, according to the Committee Chair, will give an opportunity to fundamentally improve the sphere.

Zaruhi Batoyan also highlighted the creation of the effective cooperation platform.

The targeting of the programmes on the elderly men, children, the handicapped and the women was emphasized. Serious reforms will be in the sphere of the social services functioning under the communities: they will turn into subordination of the Ministry. Two asylums of those subjected to violence will function by co-financing with the international and local NGOs, and they will be in the marzes in the near future. A draft law on Recognition of the Need of the Persons with Disabilities was worked out, a bill on the Rights of the Persons with Disabilities was also prepared.

Zaruhi Batoyan has noted that the development of the community services of the elderly people’s care is one of the priorities of the Ministry.

The Deputy Ministries of Labor and Social Affairs Smbat Saiyan and Zhanna Andreasyan also answered to the deputies’ various questions.
